What is a PRN?
PRNs are Packaging (Waste) Export Recovery Notes. Each tonne represents a tonne of UK packaging waste reprocessed abroad.
PRNs are numbered documents - similar to cheques - issued by Elsa Recycling Group as
evidence of the amount of
packaging waste recycled.
You can use PRNs to fulfil your obligation.
Is there a problem with packaging waste?
The UK currently produces around 10 million tonnes of packaging waste, most of which ends up in landfill sites.
EC regulations mean that it is now the producer’s responsibility to minimise the impact of packaging waste on
the environment by reducing the amount going to landfill. Member states are required to establish return,
collection and recovery systems and to meet targets for the recovery and recycling of packaging waste. It is
important that as a producer of packaging waste that the EC directive is taken seriously as failure to comply
not only harms the environment but could also result in penalties being levied.
What is classified as packaging waste?
The Regulations define packaging as ' all products made of any materials of any nature to be used for the
containment, protection, handling, delivery and preservation of goods from the producer to the user or consumer.'
The directive is applicable where products fall into the following categories:
"Primary" or "Sales" packaging is packaging which forms a sales unit for the user or final consumer, for example,
a box containing soap powder
"Secondary" or "Grouped" packaging is that which contains a number of sales units.
"Tertiary" or " Transport" packaging is packaging that is used to group secondary packaging together to aid
handling and transportation and prevent damage to the products. For example, the pallet and shrink wrap used
to transport a number of large boxes containing boxes of soap powder.
The main packaging materials considered under the directive are paper/fibreboard, plastic, glass, steel and
aluminium. Wood packaging is also included as is packaging made from other materials for example hessian,
jute ceramics etc.
